I'm afraid it is me again.
Digging through my Archives I find 3 Volumes of THE MERCHANT NAVY by Archibald Hurd.
They were found and down-loaded from Google Books some years ago.
There in Volume II chapter X entitled THE MERCHANT SERVICE ON THE DEFENSIVE, which alSo refers to the policy of the United States.
Volume III refers in Chapter IV to: THE DEFENSIVE ARMING OF MERCHANT SHIPS
Chapter V refers to TRAINING THE MERCHANT SEAMEN TO FIGHT
