You seem to be correct in your guess that Roskill included losses in the Arctic and that he was using Lloyd's War Losses as his source.

Lloyds list eight ships lost, as you state:
PENOLVER 3721
YORKMAR 5612
ESSEX LANCE 6625
DELISLE 3478
LITIOP 5356
SIRANGER 5393
NEW COLUMBIA 6574
HALLFRIED 2968


plus four in the Arctic:
ARCHANGELSK 2480
DIKSON 2900
SERGEI KIROV 4146
TBLISI 7169

which should total up to 56,422 tons
