En 1893, siendo presidente de la República Ulises Heureaux, se llevó a cabo una importante re-estructuración de la Armada Nacional. Se creó la Academia de Náutica, para la cual trajo instructores españoles de artillería, navegación y máquinas, dirigidos por el entonces Teniente de Navío de la Real Armada Española Luís Martínez Viñalet, a quien lo sustituye Gerardo Jansen, quien fue el primer dominicano en llevar un buque con bandera dominicana a Europa (Hamburgo) cargado de azúcar, llamado el Jorge Estela, convirtiéndose luego en buque de guerra bajo el nombre de Capotillo y posteriormente nombrado Montecristi.

In 1893, as president of the Republic Ulises Heureaux, a major restructuring of the National Navy was carried out.
